Imperial orders were sent to the Cheng-shan Marquis Wang Tong, regional commander of Jiao-zhi, and the Assistant Regional Commander and Commissioner-in-chief Ma Ying, as follows: "The An-yuan Marquis Liu Sheng and the Qian-guo Duke Mu Sheng have been ordered to lead their troops forward along two routes, one from Guang-xi and one from Yun-nan and, together with yourselves, to eliminate these bandits. You should strengthen the walls and moats, drill the troops and cavalry and, on the day Sheng and so on arrive, advance the troops."
