The Qian-guo Duke Mu Cong, regional commander of Yun-nan, and others memorialized: "The yi woman Nang Han-nong and others of the Mu-bang Pacification Superintendency gathered together forces and engaged in killing and pillaging in the territory of the Long-chuan Pacification Commissioner Duo Wai-meng. Despite repeated efforts at soothing, they remained unrepentant. They also gathered together Burmese people (緬人) and attacked and pillaged Gong-zhang and other areas. We have sent people to go and instruct the Burmese people not to assist in disorder and to get them to repent. We have also instructed the chief's offices of Nan-dian, Gan-yai and Mang-bu to marshal troops to provide assistance." The memorial was sent to the Ministry of War, which requested that Cong be instructed to consult with the Eunuch Director Qian Neng, the regional inspector and the officials of the three offices, noting that it was appropriate that the various yi be soothed and instructed to withdraw their soldiers, and required to concern themselves with safeguarding their own territories. The ministry noted that should they remain obstinate and unyielding, the proposals memorialized should be implemented. This was approved.
