The Yun-nan Troop Purification Censor Huang Ben and others memorialized: "When replacement troops are being arranged to be despatched from Yun-nan to serve in the inner territory, they are often afraid of serving in distant places and they thus flee to the yi regions. It is requested that, in accordance with a previous proposal by the Ministry of War, those chosen to serve in the replacement forces be permitted to remain in their own areas, so as to facilitate deployment." The memorial was sent to the Ministry of War, which advised: "Yun-nan and Gui-zhou are 10,000 li from the capital. The people there are of diverse types (種類), including Bo, Bai-yi, Luo-luo and Pu man. Such persons do not have native places in which they can be registered. Thus it is difficult to require them to send replacements for the army. Such persons are sometimes sent, but often they die en route...."
