The Investigating Censor Ye Chou, regional inspector of Fu-jian, and the three offices of Fu-jian memorialized: "The [Fu-jian] Maritime Trade Supervisorate only handles the tribute goods of one country --Ryukyu-- and its tasks are not burdensome. The Eunuch Shi Bin has now died. It would be best not to send anyone to replace him, but rather to assign the tasks concurrently to the Eunuch Director and Grand Defender Lu Sheng, so that the people are not troubled." The Emperor did not approve this and ordered that the Eunuch Wei Cha proceed there.
