The Qian-guo Duke Mu Cong, regional commander of Yun-nan, and others advised: "The two mountains of Pai-gan and Shi-yai in Jian-shui Subprefecture are connected by road with Ning-yuan Subprefecture. When the "black-leg" Bai-yi harass the borders, they always enter along these roads. We should wait until the border alerts have decreased somewhat and then close this artery so as to prevent future calamities. Also, the capped-and-belted local chieftain (火頭) Long Zheng of the Che-ren Stockade is obeyed by all the yi . Thus, he should be appointed as the police officer of the newly-established Mt. Geng* Police Office and the post should be made a hereditary one." This was approved. * Probably the Mt. Na-geng Police Office noted in Xian-zong juan 217.4b
