The Guang-dong Maritime Trade Supervisorate memorialized: "A fan ship was blown by the winds to the Nine Star Ocean. On investigation, it has been found that it carries the envoys sent by the country of Ryukyu to come and offer tribute. They advise that they wish to trade for local products and then go to Fu-jian to build a ship on which to return home." The Ministry of Rites replied with a memorial: "We should send a despatch to the Guang-dong grand coordinator and other officials requiring that they carry out rigorous investigations through interpreters. Only if they are not making false claims should they be allowed to trade. We should also instruct the various yi that in future when they come to offer tribute, they must come through the old route in Fu-jian. We should also issue regulations prohibiting base persons from attacking and harming them, as such actions will destroy their desire to incline towards culture." This was approved.
