The Eunuch Director Qian Neng and others memorialized: "Previously, the Ava-Burma Pacification Superintendent Bu-la-lang memorialized claiming that the two areas of Gong-zhang and Meng-yang were formerly long under their jurisdiction and he thus sought to occupy them. Subsequently, we received Imperial orders to go and investigate. It was found that Gong-zhang is governed partly by Mu-bang and partly by Long-chuan, while Meng-yang is controlled by Si Hong-fa. They are not Ava-Burma's territory and it is difficult to approve his request." The memorial was sent to the Ministry of War which deliberated and proposed: "The officials guarding Yun-nan should be ordered to send despatches of warning to the various yi". This was approved.
