The Senior Grand Master of the Palace Luo Bo-zhang, who had been sent by Chen Wei of Annam, presented a memorial and offered tribute of local products. At this time, Si-ming Prefecture had come to the Court and advised that Tuo County and Tong County of Annam had attacked their stockades at Yong-ping and other places. Annam also claimed that Si-ming Prefecture had attacked their areas of Tuo, Tong and Lu-zhi. The Emperor, considering that the Annamese were being deceitful, ordered that their tribute be returned to them. Also, a letter was sent castigating Chen Wei, noting that he was villainous, dissolute and insulting, that he had created quarrels and brought about calamities and that he had cheated and derided China. Orders were also sent to the Guang-xi Provincial Administration Commission stating that in future, if Annam were to come to offer tribute, their envoys were not to be received.
