Yong-chang Prefecture was abolished and the Jin-chi Guard was changed into a military and civilian command. At this time, the Xi-ping Marquis Mu Ying advised that very few people lived in Yong-chang and that it was appropriate to combine the prefecture and the guard into a military and civilian command. This order was thus issued.
