The Guang-dong Surveillance Commissioner Liu Zi-fu was demoted to the post of prefect...Zi-fu was appointed as prefect of Liang River Prefecture in Jiao-zhi. Zi-fu...had completed mourning after the death of a parent...The Ministry of Personnel said that they did not have the qualities to be surveillance officials. Thus their demotion was ordered.
