At this time, the country of Siam presented a gold-leaf memorial, but the Translators Institute did not have a department specialized in the translation of the script of the country of Siam. Thus, the memorial could not be translated and dealt with. The Grand Secretary Xu Pu and others submitted a request on this matter. The Emperor said: "Since there are no interpreters versed in such translation, the Ministry of Rites is to send a despatch to the Guang-dong Provincial Administration Commission requiring it to seek out and select one or two persons with a good knowledge of the country's language and script, and send them to the capital for employment.
