Nan-xiong Prefecture in Guang-dong had sent the commissioner Cai Geng and others to escort the attendant minister Ruan Guan-xian from the country of Annam to come to the Court to offer tribute. In Nan-xiong, Guan-xian engaged nine persons from Nan-hai to act as servants along the route. When they arrived at Yi-zhen, he further engaged several tailors. When they arrived at the capital, the irregularity was discovered by the police (缉事者). As Geng and the others had been aware of this, but had not provided notification, it was ordered that they be arrested and punished in accordance with the law.
