Dao Pa-yu, a family member of the native-official ruling family of the Gan-yai Pacification Commission in Yun-nan, took advantage of the youth of his nephew Dao Pa-luo and plotted to seize the position of ruler. However, the man people did not support him and subsequently he raised troops and fighting ensued. He then stole the pacification commission seal and retained it for four years. The Surveillance Vice Commissioner Lin Jun and others happened to be passing through this area on other matters and came to know of the situation. Subsequently, together with the Assistant Regional Commander Mu Xiang, they sent a despatch instructing him in what would bring calamity and what would bring prosperity. Only then did he demobilize his troops and return the seal. When the events were advised, the Ministry of War requested that the Regional Commander Mu Cong and the Grand Coordinator and Censor-in-Chief Wang Zhao be castigated and punished for having failed to report the incidents for a long period. The Emperor said: "Cong and so on have acted as if they had not heard of the trouble in the Gan-yai area. They did not memorialize speedily and thus they are guilty of not fulfilling their duties. Under the law, they should be investigated and punished. I am, however, leniently pardoning them."
