When the Xian-ning Marquis Qiu Luan arrived in Guang-xi, carrying the Imperial orders he had received, he intended to give instructions to the grand defender and regional commander, the An-yuan Marquis Liu Xun. He required Xun to don his military uniform and kneel when having an audience with him. Xun would not agree to this and Luan subsequently submitted an impeachment against him. Xun also submitted a request to the Court. The Ministry of War could not decide the case and requested the Emperor to take the decision. The Emperor castigated Luan for being fickle and haughty and ordered that he return to the capital. Xun was ordered to take on the seal of "Deputy General for Subduing the Yi" and, together with Mao Bo-wen, to deliberate on arrangements in the Annam matter.
