The Guang-dong Regional Inspecting Censor Yang Biao advised: "Although the pirate Zeng Yi-ben has been pincered and eliminated by the troops, his bandits are still numerous. Of them, Lin Dao-qian is known as the most crafty and cunning. There are also Lin Rong, Cheng Lao and Wang Lao. They are everywhere plundering and carrying away captives. We should take the opportunity of victory to reduce them to submission, so that future calamities can be prevented." The Ministry of War re-submitted a memorial in accordance with Biao's proposals and the Emperor approved it.
