The Minister of War Dong Han-ru re-submitted a memorial by the Censor Chen Bao-tai, concerning arrangements in respect of the three matters of a prohibition on the raising of private armies, prohibiting the "red yi" and proposals on bao-jia village troops, saying: "...The building of walls by the `red-haired fan' and their actions of obstruction in the inner territory resulted from evil persons guiding them here. When the pirates who have contact with the fan are captured, the yi will have to make their own plans. Then the grand coordinators will be able to act in defence against them as befits the situation...." The Emperor approved this.
