Li Mao and Chen De-le who were bandits of Qiong-zhou in Guang-dong had, together with Lin Feng, occupied islands in the ocean and engaged in robbery and pillage. It was not known where Lin Feng had gone but Mao and so on while overtly accepting negotiated pacification, still retained their forces and occupied Pu-qian on Hai-nan, from where their gang members repeatedly raided the pearl beds....
