Dong Yu, vice minister of the left in the Court of Judicial Review, and others memorialized: "In the office of Regional Commander Mu in Yun-nan, the Imperial agent (旗牌官) Wang Chao-jing privately carried out castrations, Li Shi-xiao dismissed persons from their posts, while the Administrator (長史) Hu Tong and the County Magistrate Dai Guan both engaged in crimes by seeking the protection of powerful persons in order to distort the truth, extort property, instigate trouble, beat persons to death and forcibly occupy land. Li Shi-xiao should be executed in accordance with the law, while Wang Chao-jing, Hu Tong and Dai Guan should be sent to border guards as soldiers." This was approved.
