The Yun-nan Regional Inspector Li Ben-gu memorialized: "What has China done wrong to Ava-Burma? What cause for regret does Ava-Burma have in respect of China? It is only that Si Hua has engaged in hostilities and constantly fostered the five types of crimes. He has failed to act as a screen for us, and this has brought calamity to China. It is requested that he be settled in Lu-jiang or Xiao Long-chuan and that he not be permitted to return to Man-mo. The rich land should be used as state farms for Man-ha and other military posts and border forts. Alternatively, the land could be given to the various yi nearby, under the name of border garrisons. This will be better than having to send in troops from other areas. If that is not acceptable, we could empty the area so that Ava-Burma has nothing to plunder, and it will be an area easy to give up. Thereby the cause of hostilities among the yi will be eliminated." It was Imperially commanded that the memorial be sent to the Ministry of War.
