The Guang-dong pearl-beds supervisor Li Feng presented 12,000 liang of silver to the national treasury. At this time Feng had allowed evil persons to turn informers and to engage in arbitrary arrest of ordinary people. This was because persons from Xin-hui County had gathered together, over 1,000 in number, as pearl bandits and engaged in evil on the seas.
