The Ministry of War advised: "....Also, the Supervising Secretary Wang Yuan-han has charged that the Assistant Regional Commander Zhang Ming-shi, while engaged in the expedition against Jiao-zhi downriver (河下交阯), killed civilians as substitutes for bandits...."
