The Auxiliary Ministry of Rites memorialized requesting permission to banquet the foreign yi tribute envoys in reward. The Emperor said: "The submission by the yi in the four directions has been valued for generations. Their envoys have now, not fearing the great distances involved, come to Court. They are all looking towards China. When providing them with supplies and conferring banquets upon them, ensure that they are provided for munificently, so as to display the Court's Will to treat them all excellently."
