The Jiao-zhi Provincial Administration Commission and Provincial Surveillance Commission memorialized: "Many of the Jiao-zhi people have been forced by the Li bandit to follow in rebellion. The Minister Huang Fu was long in Jiao-zhi and has many years of experience. In regard to the general situation and the people's feelings, there is nothing with which he is not familiar. When he was called back to the Court, the people missed him even more than they would their own parents. It is requested that this official be sent back to comfort the people and satisfy their yearnings." Accordingly, Imperial orders of summons were sent to Fu in Nan-jing. They read: "You, Minister, were in Jiao-zhi for 20 years. Your customary benevolence resulted in the people gladly submitting. Now, as a result of mistakes which were made in soothing and pacification, Li Li has engaged in rebellion. In the same way as children long for their mother, Jiao-zhi wishes you to come. When these orders arrive, speed to the Court so that I can discuss this matter with you."
