Orders were sent to the Auxiliary Ministry of War requiring that all military officials who had committed offences and were required to realize achievements as soldiers but had not yet departed, as well as those who were to go before the judicial offices for investigation, were all to proceed to Jiao-zhi to realize achievements by which to atone for their crimes.
