The Emperor sent instructions to the Auxiliary Minister of Personnel Jian Yi, saying: "The Jiao-zhi rebellious bandits Li Li and Pan Liao have killed loyal and good people, and attacked and occupied subprefectural stockades. All the officials, troops, clerks and people have been intimidated to the degree where they have no option but to follow in rebellion. If any persons who have plotted with Li Li or been appointed to posts by him are now able to repent and return to right, if they can lead their forces in surrender or if they themselves are able to return to allegiance, they are all to be pardoned and restored to their posts. Those among them who can put all their heart into serving the Court and put all their efforts into showing their loyalty, as well as those Jiao-zhi native persons who are able to realize achievements in the fighting, are all, in accordance with their achievements, to be appointed to posts. You shall arrange the provision of 1,000 tally-slips and supply them to the regional commander and Minister Chen Qia to control, so that appointments can be made on the basis of achievements."
