Li Cheng, a secretary in the Bureau of Construction under the Ministry of Works, was subject to service assessment. The Ministry of Personnel sent a memorial of impeachment to the throne noting: "Cheng has completed nine years in his post without his personal resume being sent to the ministry. It is only now, after his second examination that his personal resume has been sent. This is a violation of the established regulations." The Emperor said: "When Cheng was in Annam, he committed serious crimes. My Imperial ancestor especially pardoned and employed him. This small transgression which has now been committed can be pardoned."
