The Auxiliary Minister of Rites Hu Ying memorialized: "Recently, it was Imperially ordered that all unnecessary expenditure be reduced so as soothe and support the troops and the people. At present, the envoys from the yi in the four directions come in their hundreds and the people along their routes have been exhausted by providing for them. It should be Imperially ordered that from now on the regional commanders of the various routes and the regional military commissions, provincial administration commissions and provincial surveillance commissions are to examine those who come and only send on the chief envoy, the deputy envoy and 10 to 20 attendants to the capital. The others will all remain where they arrive and be provided for and treated in accordance with the regulations. In this way, we will be able to avoid the expense of supplying them as they come and go." This was approved.
