The Investigating Censor Chen Rui, regional inspecting censor for Jiao-zhi, memorialized: "Qiu-wen Guard is administered from the city of Liang-shan Prefecture. This is an important route for Jiao-zhi. However, the stored grain is only sufficient to supply the government troops of this guard. It is requested that those areas of Guang-dong/Guang-xi near to Liang-shan which have large grain stores be required to transport grain to Liang-shan to supply the Great Army and thus avoid delays." This was approved and it was ordered that the Auxiliary Ministry of Revenue send officials to supervise the transport.
