The Minister of Revenue Xia Yuan-ji advised: "Si Lun-fa, the native official of the Lu-chuan/Ping-mian Pacification Superintendency, originally paid as taxes 6,900 liang of silver in lieu of labour (差發). This was then raised to 18,000 liang. Si Lun-fa died and they were exempted payment of the outstanding amount. Now the Xi-ping Marquis Mu Sheng has said that the successor will have difficulty meeting this amount and that we should wait two to three years until the people have enough to eat before again levying the tax." The Emperor said: "The way to rule the yi is to ensure that they know how to incline to the Court and do not disregard their duties as subjects. How can we seek benefit from them. Fix the levy at the original amount and strike off the increased figure."
