Imperial orders were sent to the Xi-ping Marquis Mu Sheng, the grand defender of Yun-nan: "You have memorialized that the Che-li Pacification Superintendent Dao Xian-da had attacked Wei-yuan and that you wished to raise troops to punish him. Using troops is a major matter and a dangerous avenue. It would be better to have the Yun-nan Regional Military Commission send a despatch to him. If he is able to correct himself and move towards culture, the troops need not be used. If after instruction he does not accord, then there will be no option but to send troops. You should train the generals and troops and wait.
