An envoy was sent with Imperial orders of instruction for the Jiao-zhi Provincial Administration Commission and the prefectural, subprefectural and county officials. The orders read: "The newly-attached people of Jiao-zhi have, in many cases, had to abandon their occupations. You should impose only light taxes upon them and encourage them to engage in agriculture and sericulture. You mu st be respectful and forgiving. Do not treat them harshly. Show sympathy and consideration so that gradually they will come to have a surplus and will prosper under the beneficial influence of propriety and righteousness. In this way, you will be fulfilling your duties completely. Exert yourself in this!"
