Imperial orders were sent to the Feng-cheng Marquis Li Bin, regional commander of Jiao-zhi, as follows: "Although the Yi-an bandit Pan Liao and so on have been defeated and have dispersed, they still exist. You should, at an early date, organize the troops to attack and eliminate them, so as to remove the root of the people's suffering."
