Imperial orders were sent to the Feng-cheng Marquis Li Bin, regional commander of Jiao-zhi, as follows: "I ordered you to pacify the area and desired that the military personnel and civilians all be in their proper place. However, the bandits have become numerous. How can the generals avoid taking the blame for this! Imperial army reinforcements are now being despatched from Yun-nan and Si-chuan. You mu st do all you can and put all efforts into eliminating these bandits at an early date. If you neglect your duties and fritter away your time with the result that the bandits grow in strength, it will indeed be difficult to excuse you."
