The Che-li/Jing-an Pacification Superintendency was established in Yun-nan. Previously, the Che-li Military and Civilian Pacification Superintendency had two native officials. Dao Nong was the pacification superintendent and his uncle Dao Shuang-meng was the associate administrator of the superintendecy. At this time, Dao Shuang-meng advised: "Dao Nong has repeatedly employed troops to attack and plunder. This has frightened and disturbed the man people and they are unable to live in peace. It is requested that another office be established so that these people can be governed separately." This was approved. A piece of territory was carved out and the Che-li/Jing-an Pacification Superintendency was established. Shuang-meng was promoted to pacification superintendent. The Ministry of Rites was ordered to cast a seal to provide to him.
