Huang Fu, the Minister of Works, who was in charge of the affairs of the Jiao-zhi Provincial Administration Commission, memorialized requesting permission to establish two police offices, one at San River Port in Bei River Subprefecture, and one at Ming-shi Hamlet in Pi-lu County. This was approved.
