Orders were sent to the Xi-ping Marquis Mu Sheng, deputy general of the left for the force being sent on expedition to punish Annam, and the Feng-cheng Marquis Li Bin, deputy general of the right. The orders read: "Recently, a person sent by Dao Ji-han, the native magistrate of Ning-yuan Subprefecture, came to Court and offered tribute. He also asked that 4,000 of their native troops be allowed to accompany the expedition. I have already approved his memorial. When these troops arrive, they should be subject to the discipline of military orders."
