Imperial orders were sent to the Assistant Commissioner-in-chief Lu Yi, controller of the affairs of the Jiao-zhi Regional Military Commission. The orders read as follows: "An army has now been despatched to proceed on expedition and eliminate the remaining bandits. All those who are washing for gold are to be stopped. Those government troops and military artisans who were sent there are to be recalled for training. They are not permitted to remain where they are."
