Huang Fu, minister in charge of Jiao-zhi Provincial Administration Commission matters, advised that it was very difficult to transport grain supplies for the troops and people overland from Guang-xi and proposed the transport of 200,000 shi from Guang-dong to Jiao-zhi by sea.
