Orders were sent to the Xin-cheng Marquis Zhang Fu, regional commander of Jiao-zhi. The orders read: "Your memorial on withdrawing the troops has been received. Last winter, I was concerned that the troops had been so long away and I ordered you to withdraw them in a timely way. Now, the weather is hot and the miasmic vapours are on the rise. Earlier, it would have been logical, but now the opportunity is gone! Show pity and concern to the troops and do not differentiate between generals, lieutenants and soldiers. If even one man dies from the miasmic vapours, you will not be rewarded for your full achievements."
