Imperial orders were sent to the Ying-guo Duke Zhang Fu, regional commander of Jiao-zhi. The orders read: "Since the Qian-guo Duke Mu Sheng lost control while employing troops, the bandits have become wild. Now it is heard that the bandit follower Deng Xi has died but that Ba-bai and Laos are supplying the bandits with grain. Who is it that they are now supplying? It has also been heard that the bandit Zhang Xu has 50,000 elephants and that he has also stated that our generals can be handled easily. This is because the former commanders lacked strategies, which gave rise to the man and yi looking on them lightly. You mu st combine your efforts and coordinate your strengths in order to quickly eliminate these bandits and bring peace to the region."
