In Jiao-zhi, medical schools were established in the prefectures of Liang-shan, Bei River and Jian-ping, the two subprefectures of Gui-hua and Nan-ce and the seven counties of Ji-ling, Dong, Yuan, Li-ping, Wu-ning, Bao-lu and Ping-lu. Three salt tax offices were established at Zhi-e, Chang-luo and Dan-jia under the Salt Distribution Supervisorate. A commercial tax office was established in Gui-hua Subprefecture and a police office was established at Shi-lin Pass.
