The Ministry of Rites advised: "The chief envoy Kun Si-li and others of the country of Siam have memorialized requesting silver so that they can repair their ships. There is no precedent for providing them with silver. We should have the Guang-dong Provincial Administration Commission assess the damage and provide the necessary military artisans to repair their ships. On the day this is completed they should immediately depart for their country." It was Imperially commanded: "The tribute ships have been damaged for a long period. Order the provincial administration commission to assess the damages and provide the silver necessary to repair the ships."
