The envoy Jia-bi-dan Mo and others, who had been sent by the country of Fo-lang-ji, offered tribute of local products and requested enfeoffment and the provision of tally-slips. The Guang-dong grand defender and grand coordinator stated: "Of the various fan countries of the Southern Ocean (海南), there is none called Fo-lang-ji and, further, the envoys do not have any documents from their country. They cannot be trusted. We have detained their envoys and now request orders." The matter was sent to the Ministry of Rites for deliberation on appropriate arrangements. Imperial orders were issued requiring that they be instructed to return to their country and that they be given back their local products (其方物給興之).
