The Court of State Ceremonial memorialized: "This Court manages the ritual and ceremonies when tribute is brought to the Imperial Court. Thus positions for interpreters of the languages of 18 countries have been established within this Court. They are required to to be well-trained in Court ceremonies and be fluent in a yi language, to facilitate the carrying out of the rituals. The Senior Interpreter Wang Xi has now memorialized that as the interpreters for the various countries are not on the official establishment register of this Court, matters are not being properly handled, and that this is not in accord with the intentions of the Imperial Ancestors when they established the official posts." It was commanded that matters be handled in accordance with the old system.
