Han Gai-fa, the pacification superintendent of Mu-bang in Yun-nan, memorialized requesting that the territory of Lu-chuan be given to him to govern. The Ministry of War advised: "The Long-chuan Pacification Commission has already been established in Lu-chuan and it will be difficult to hand the office over to him. Imperial instructions should be sent to the Yun-nan regional commander and other officials requiring them to respect the previous orders and examine whether the region of Meng-zhi should be handed over to Mu-bang to govern." The Emperor approved their advice. Han Gai-fa further memorialized requesting that the Vice Commissioner Li Sheng and the Battalion Commander Bao Zhao be sent to assist him in governing the area. The Emperor said: "Li Sheng is an officer of the military commission and is not to be transferred. Have the regional commissioner and grand defender examine and see if officials have been sent to this area before and also whether Bao Zhao should be sent, and then to memorialize so that a decision can be made. This is an important matter and long-term arrangements must be made."
