Deng Gong, a person from Dong-guan County in Guang-dong advised of seven matters: "1. Qin Subprefecture is very close to Jiao-zhi. The clothes and language of the inhabitants are very similar to those of Jiao-zhi, and it is difficult to differentiate these people. It is requested that officials be sent there to have them change their clothing, so that they dress like people in China, and that village schools be established so that the people change their language and all speak Chinese. Thus, their ways will change and become wonderful, and people wearing different clothes and speaking different languages will be easy to distinguish. 2. It is requested that those people whom the Guang-dong offices have sentenced with heavy penalties be exempted the death penalty and be sent to serve as soldiers in the key guards and battalions of Qin Subprefecture and Lian-zhou in order to guard against foreign threats (外侮) ...." The Emperor ordered the Court officials to deliberate on and implement the proposals.
