Ying Lu-ping, the Yun-nan Administration Commissioner of the Left, memorialized: "The Imperial army on expedition to Lu-chuan has returned to Jin-chi and is now stationed there. The expenditure involved is very great and it will be difficult to sustain the expenditure over a long period. It is requested that the regional commander, the grand defender and such officials be ordered to deliberate on who to retain. The junior commanders should lead the troops from nearby in providing defence at that place, while the remaining troops should, for the time being, be ordered back to their original guards to await future deployment." This was approved.
