The Yun-nan Regional Commander and Vice Commissioner-in-Chief Mu Ang memorialized: "The Lu-chuan bandit Si Ren-fa gathered together a force of tens of thousands of Bai-yi and stationed them at Meng-luo, where they killed and captured people and plundered elephants and horses. They occupied Zhe-zhang-ying Stockade and there did battle with the government troops. We deployed the Assistant Regional Commissioner Fang Jin, the Guard Commander Liu Ying, and the native-official Prefect Tao Zan to lead the army forward. They attacked and breached the stockade, taking over 500 heads. The bandits then fled during the night. Dao Gai-han, the native-official magistrate of Wei-yuan Subprefecture, further defeated the bandits at Wei-jiang." The Emperor sent orders to Ang and so on. The orders read: " Although the bandits have experienced a minor defeat, their power base is still there. You must be careful with them. Using yi to attack yi has been an effective method since ancient times. You should employ it. As to those government troops who achieved merit, record the details and memorialize."
