Imperial orders were sent to the Vice Commissioner-in-Chief Mu Ang, regional commander of Yun-nan, the three offices of Yun-nan and the regional inspecting censor. The orders read: "I have received your memorial noting that the bandit followers A Luo and A Si of Shi-zong Subprefecture and the subprefectures under Guang-nan Prefecture have joined forces to engage in plunder...Wait until Lu-chuan is destroyed. Then discuss plans with the Minister of War Wang Ji and eliminate them in an appropriate manner. The bandits must be pacified so that there is peace on the borders."
