The Ministry of Rites advised: "Zhao Sai, who has been sent, along with other chieftains, by his elder brother, the Lu-chuan bandit Si Ji-fa, has come and offered tribute of elephants, horses and gold and silver utensils, in admission of guilt. Given that Si Ji-fa has, like before, been hiding and plotting trouble on the border, it is difficult to reward his envoys in accordance with the normal precedents." The Emperor ordered that rewards be conferred upon them in accordance with the normal precedents.
